Grounded Plasma Shield

Possible debuffs include (but possibly not limited to):

• 
  
• Plasma Misfire / Painful Shock (taunts everything)
• 
  
• Magnetized! (basically a stun)
• 
  
• Reverse Shield (100% chance for things to critically strike you)
• 
  

We have to choose between shields or a cloaking device? I thought the Romulans had solved that problem...

The bit about avoidance dropping seems to have been removed, however, this is not without side effect. Looking at the uncategorized spells, we can find this:

which hints to a potential side effect. A little deeper, and we uncover this:

Plasma Misfire!
Watch out! Your grounded plasma shield just delivered a painful shock to nearby enemies.

This seems beneficial almost, until we scroll down to the bottom and see what effect it procs:

[spell=82407]

So if you're squishy, this is a very bad eventuality in most PvE situations. If you are a tank..this could actually help, in the right circumstances, or at least not hurt. And I doubt it would do anything negative in PvP for anyone.
