TheWoWDBYou can use this to solo Valithria Dreamwalker in ICC Heroic 25 as a non-healer. It took 3 shots to heal her to 100% on my warlock.

As an emergency heal, it's better than nothing and off the potion CD. (It's slightly stronger than the belt tinker, but also has charges, so...)
Overall, I recommend keeping one around for absolute emergencies.
After stat squish you can't heal Valithria Dreamwalker with 3 hits anymore. It now heals for "1.992" and she is on 50% with 11325K health, so if you can kill the adds fast enough you only need one gun but i would bring at least 2.
