TheWoWDBYou can use this to solo Valithria Dreamwalker in ICC Heroic 25 as a non-healer. It took 3 shots to heal her to 100% on my warlock.

As an emergency heal, it's better than nothing and off the potion CD. (It's slightly stronger than the belt tinker, but also has charges, so...)
Overall, I recommend keeping one around for absolute emergencies.
Not sure if it's a glitch or bug, but it keeps telling me when I try to purchase it:
"you can't carry anymore of those items"
when I only have rank 1, I can't seem to be able to purchase the rank 2.
