Sanguine Feather Quill of Lana'thel

My scribe is lvl 175 Zandalari Inscription and according to the game, she has completed Drawing Blood and [quest=49944], but not the next one, Lines In the Sand, but the quest giver, [npc=131386], has no quest for me and it is not in my quest log. I asked a Game Master on how to get back on track, but they said that "I have received your message, in which you told us you could not find Kronah for the quest Lines in the Sand. It seems this is not working as intended; however, there have been no previous reports about it, and because of this, we suggest you send a bug report in game. This way can be investigated by our developers.". So now I have submitted a bud report and are dreading the prospect of levelling Zandalari Inscription on another toon for Sanguine Feather Quill of Lana'thel...

[EDIT]: I came back to check this and then the quest By the Book was available for me. After having completed this one and the follow-up Sacrificial Writes (some report that they get these two quests are in the other order) and after both were completed, Lines In the Sand was available to me. Upwards and onwards!

Gilded Plume - Kings Rest first boss (go in on heroic)
Ancient Blood Pigment - any world boss on either faction island
Coagulated Miasma - Underrot, kill trash mobs on way to 2nd boss (i went in on mythic)
Crimson Ink - AH or make yourself
Viridescent Ink - AH or make yourself
Expulsom - scrapping, might aswell do full clears of the dungeons you go into for loot (if you dont have 10 laying around)

What possible use could this have? I'm very curious by what they mean by creating blood contracts.
