THE FOLLOWING BUG HAS BEEN FIXED AND THE QUEST IS NOW COMPLETABLE ONCE AGAIN AS OF THE 11.0.5 PATCH
Thank you to ho0ber and Spectrumn for their updates in additional comments!As of the latest patch (11.0.2), this quest appears to be bugged. The loot window and chat log will show that you loot the Fresh Heart from the yetis but if you try to use the Writ of Sacrifice item either from the quest tracker or from your bags you will receive the error text Missing Reagent: Fresh Heart and cannot interact with the stags.
As of right now, there is a world quest in that area so I am not sure if that is also causing some sort of weird interaction with the mobs/area. Will return with further info but as of right now, I am unable to complete this quest.
EDIT: I have now tested as the World Quest has disappeared from the rotation. It is still bugged. Hopefully one day they fix this quest.

Description
<As you peer inside the tome, you find a verse appear, glowing bright red.> "For blood to bond, one strikes a deal, A sacrifce which will appeal. Seek out the lame, and never yield, For in return, you shall be healed." <As you finish reading the verse, you notice that a scroll has appeared in your hand. Written across the top it's titled, "Writ of Sacrifice". Various runes, unknown to you, appear on the rest of the scroll. Yet, there's no explanation as to what to do with the scroll...>
