You can get this Feat of Strength two ways
1) Loot the mount
2) Learn the mountThanks to the new trade-around feature, one of you can get it by looting it and one can get it by learning it. We just did it with an alt winning it, getting achievement/feat. Traded it to a main, learned it and got achievement/feat
I hope this means you can use tickets to purchase the slow mount once again, especially considering that Blizzard never told us ahead of time that '07 would be the only chance to purchase one.
