EDIT - As multiple other people have commented below, it appears that there is only a requirement for 15/21 rares killed. There have been multiple reports of different sets of 15 being killed, which means the specific rares killed do not matter as long as it's a total of 15/21 of those listed. I will edit if there are different reports.

You don't need to do them all to get the achievement. I got it after killing 15.
