Puul, Loa of peril is unlocked by [item=263938]. You can get this by fishing in ANY midnight zones. Pools or open water, doesn't matter. Skill required is very low (has been caught with fishing skill as low as ~40). Drop rate estimated around 0.5%
If you're farming specifically for it, I recommend using [item=241148] OR fishing at the Silvermoon pond so you won't be bothered by Blood Hunters.
All unlocks are required for Altar of Blessings: Sacred Buffet Devotee.
