This achievement is NOT shared account wide, it is character specific. The next achievement step in this series is Battlefield Master,
So you will need to farm 30,000 honor points (as of patch 8.2.5) on a single char to get this, which will unlock the Epic version of "Blood of the Enemy" (the Azerite essence in BFA).

If you plan on doing a faction change. According to Blizzard's Faction Change Effects article:
Progress on character-specific achievements, such as for quests and PVP, will be reset.
As of 10/01/2019, this achievement appears to only need 30,000 honor to complete. I logged in on my Paladin and my guild saw me finish the achievement. Not sure why this hasn't been mentioned by Blizz.
