It''s been on all the previous achievements as well. It's not that it's 'before the next raid tier' in Legion, but before the opening of the first raid in Battle for Azeroth.

Antorus seems to be the last Legion raid, so the sentence "...before the opening of the next raid tier" looks very suspicious.
However, it could just be a placeholder that will be changed somewhere in the future. This was the case with previous Cutting Edge/Ahead of the Curve bosses.
