10 tolls video: https://www.youtube.com/watch?v=SCz9PWbivyA

To be short:
Ignore those banners, get boots only.

Phase 1(3 tolls): Jump to first banner. Run directly toward first and second boot. Jump to third banner. Run directly to the post, taking the boot on the way.
Phase 2(2 tolls): Step on spring and jump to second banner. Run toward to the boot in the front and then directly to the post.
Phase 3(2 tolls): Just run through every banners and boot as normal.
Phase 4(3 tolls): Turn right sharply and take the boot behind the tree near the post. Then run to second boot and jump to the banner. Take third boot and banner then follow the building on your left, ignoring all banners and boots. Finally, jump to goal.

Edit:
The toll count is counted separately between each posts. Which means if you reach first post in like 0.5 second over 4th toll, it'll increase to 4 tolls 0.5 second before you reach the post, and then increase to 5 when you reach the post because a new phase has started.
Therefore you need to reach first post within 3 tolls. Running fast or slow in any phase won't affect your toll count on other phases.

In my experience, I reach first post and goal only ~0.5 second before fourth toll. It it pretty strict to reach 10 tolls, but should be easier only to get the achievement because you only need to successfully reach 3 tolls in either first or last phase.

After running this race around 50 times or so here are some tips and observations I can share for getting this achievement:

The minute you enter the rectangular box at the starting line the race will begin. The goal of the achievement is to hit 3 checkpoints (Blue, Red, and Green) and return to the starting line in 11 tolls or less.

The counter at the top of your screen is called your toll counter. From what I understand a toll is essentially a measure of time. The toll counter seems to increment by 1 every 7 seconds. When it reaches 99 the quest ends and is automatically removed from your quest log. The passage of time and hitting checkpoints is the only thing that affects your toll counter. Picking up the red speed boots and going through yellow arrows will neither increase nor decrease your toll counter, it just your changes your character's speed. Going through every yellow arrow is not required to win the race. Only hitting the checkpoints is required. Hitting a checkpoint means entering the circle in which the checkpoint resides, not actually touching it.

  • Going through a red boot will apply the buff [spell=150369] for 7 seconds and increase your [spell=150347] to 175%

  • Going through a yellow arrow (or the green posts surrounding it) will apply the buff [spell=150369] for 7 seconds and increase your [spell=150347] to 100% (or renew it at 175% if you had the boots buff prior to hitting it)

  • When the [spell=150369] buff expires after 7 seconds so will [spell=150347]

  • While you have the buff [spell=150369] you will be able to walk on water

  • The idea is to hit the red boots first (to get the 175% speed) then use the yellow arrows to maintain it

  • Going through a spring will launch you forward and into the air. You will travel a greater distance if you jump onto the spring versus just running into it.

  • Going through an electric fence will apply the debuff [spell=179807]

  • You can use your [spell=179748] ability to jump to the nearest banner and become immune to hazards for 4 seconds. This actually has quite a large range so don't be afraid to spam it even if you think you're too far away from a banner to use it.

The goal of the achievement is to finish the race in 11 tolls or less, which would normally mean 77 seconds (11 tolls x 7 seconds each) but since your toll counter always gets incremented by 1 every time you hit a checkpoint, and you have to hit 3 checkpoints during the race, this screws up the math a little. For example some people enter the blue checkpoint (on the island) just as their counter is changing from 3 to 4. Upon hitting the checkpoint the counter immediately jumps from 4 to 5, thereby cheating you out of 7 seconds. You now have 7 less seconds to finish the race than you should have. It's a little cheap in that sense and it may get fixed in a later patch. The only way to get around it is to make sure you hit the checkpoint before your toll counter hits 4. You want the checkpoint to push you to 4 not 5.

You will need to make sure your toll counter reads these numbers or fewer as you pass each checkpoint in order to get the achievement:

Upon Entering
Upon Leaving
Blue Checkpoint
4
5
Green Checkpoint
6
7
Red Checkpoint
8
9

I have also noticed the race doesn't register as completed when you cross over the rectangular box at the start but rather when you hit a point that's slightly in front of it. When completing the final leg of the race stay close to the Darkmoon tents and use [spell=179748] when you're slightly behind the bleachers with a brown post on your left and jump all the way from there to the finish line, which usually just barely gets you there in time.

Some final tips:
I would recommend using an Elixir of Water Walking, having a Shaman cast Water Walking on you, or using a Death Knight alt with Path of Frost to ensure the water walking buff is always active. This helps save precious seconds.

I also heard a rumor that players with a bigger character model size such as Pandaren or Tauren may have an easier time with this. I can't confirm or deny this myself but it may be something to try if you're getting really frustrated.

This race seems to be bugged right now, but strangely not for everyone. I've done 100+ attempts, failing at 12 tolls, and it was driving me crazy because I was following the exact paths they used on the videos... before I realized I was getting an extra toll when I hit the blue post (the first one, on the mountain). That was it: my tolls were being increased from 3 to 5 each time. Tested it a few more times, and that was always the case. That's the extra toll I was missing to get the achievement.

A friend of mine just did it right next to me and showed me a video of it: his tolls weren't being increased from 3 to 5 on the mountain. I'm a goblin hunter (tried with and without pet) but I don't if that has something to do with anything.

I just hope Blizz realizes this soon and fixes it before the week's over...

*Edit*: Just tried on my BE death knight and the same thing's happening. I'm on a PvP server, could that be the case? The friend who showed me his video plays on a PvE server.
