This achievement is gained after completing the DAILY objectives. You can't just go to each zone and do it all in one day. You have to complete the zone while you have the daily quest for that specific zone from the Tanaan quest table in order to get credit. Each day the table offers a choice between two zones. Once that quest is complete you get the next quest to complete any two zones, completing those two random zones doesn't count towards the achievement.

To clarify a bit further. this achievement is for completing the "oil" quests offered by the table. not the 'reputation' quests offered afterwards by Vindicator Krethos
I only needed to complete the Zeth'gol area for the achievment. and completing Bloodied Blades of Zeth'Gol did not qualify
