In order to do this achievement you must be on the quest Assault on Shattrath Harbor. At the harbor there are floating orc corpses in the water. Drag them to dry land and set them on fire on get credit for the achievement.
You can use [item=85500] to make dragging the far away bodies a little more bearable.
