I got credit for [quest=62208] after I received [item=183860] from [object=356705] upon reaching Good Friend with [faction=2461].

One would assume this is linked to raising reputation with one guest from each covenant. During your ember court you can then increase the happiness of your guests from that particular covenant.

I received my Bastion etiquette one from Kleia and Pelagos at the 'Friend' reputation level from an extravagant tribute (elated status). So if there is a reputation requirement it is at most 'Friend' instead of 'Good Friend'.
