UbersaurusRex, you have it backwards. This is the meta-achievement. You can't get this without getting The Frozen Throne (Kingslayer). You can get Kingslayer without getting this meta-achievement, however, by doing as you said and filling a slot out for a raid you did not completely attend.
Hate to point out the obvious, but please tell me how do you earn this achievement without earning The Frozen Throne?
