Easiest way to get this is to wait in front of Isaandrae, she spawns the ballons there and they are all reachable from that point.
/way 64.21 50.02 Isaandrae Skyway Balloonist
To get this, go up near the entrance to the Caverns of Time. You will see Skyway Balloonist [npc=225245] on your left. She will inflate and send out random balloon colors. Get close enough to grab onto them and ride them long enough until you receive credit in the achievement. Then you can dismount/eject and go back to the next one until you have all 4.
