Fashion Frenzy will show up once an hour, seems to be at XX:15, as Mount Mania is XX:45 and Story Time is XX:00 and XX:30.
Once it begins, there will be 3 ribbons on the table to the right of the contestants. Pick up 1 ribbon and it will give you an ability button with 5 charges.
Click on a contestant and use the ability. Repeat 5 times on different contestants.
Since you need 20 and 5 ribbons per event, this will take 4 events.

Today the ribbons didn't appear :( My second try (first worked) but it was other folks' first try and no ribbons either
So every hour on the quarter. E.g. 1:15, 2:15, 3:15 etc.
