To get this, go up near the entrance to the Caverns of Time. You will see Skyway Balloonist [npc=225245] on your left. She will inflate and send out random balloon colors. Get close enough to grab onto them and ride them long enough until you receive this achievement (takes around 25-30 seconds). Then you can dismount/eject and go back until you have ridden all 4 colors for the next achievement Frequent Flyer.

I thought this was bugged and not giving credit, but you just need to stay on the balloon long enough
I would love for this to be a mount some day, just floating around on a regular balloon
