First callout starts at 10mins past the hour.
At 15mins past the hour you get given a theme and 2mins to choose a free tmog change.
After your 2mins run out you get to pickup a big ribbon from the nearby table that has 5 charges/votes. Vote for everyone nearby and use them up.
At 20mins past the hour the event ends and the winning votes are shown on stage.

To get this achievement, participate in the Fashion Frenzy event. Follow the instructions during the event and pick up the ribbon from the ribbon table when the time comes. You can then go and select other players to place a ribbon on them. You will receive this achievement after placing your first vote.

The next achievement in this series is Big Fan and requires you to vote 20 times. Your ribbon has 5 charges, so you will need to participate in 4 events.
