Despite Alliance characters being unable to earn reputation for the Frostwolf Orcs, this achievement does display in the achievement list for Alliance players.
Once you get to 0/1000 exalted, it is currently not possible to get to 999/1000 exalted, Laughing Skull rep is the same way. The other horde reps can go to 999/1000 exalted.
Edit: This was fixed in patch 6.2 so you can now get to 999/1000 exalted for both Laughing Skull and Frostwolf Orcs.
