I was able to get this Achievement on my Druid lvl 20 , Trial user . Just Kill any mobs or Elites or Rare in Vale of Eternal Blossoms.
Rare mobs give you 1600 repu , Normal or elite = 80 repu , Those mobs with less than 4K hp = 40 repuReward : [item=226143] , Bronze Cache and Mount : [item=220768]

how did you manage to kill the mobs on a trial account? almost every spell misses including cc so i can't even manage to kill a single one
