If you tried to do this after maxing lvl 70, the system scales this pretty bad for level 70s. The Stage 4 mage boss will be a level 72 elite mob and hitting pretty hard. So you basically need good cloak grind after lvl 70 in order to complete it. Also at lvl 70 shooting down the mage, it only lowers its HP down to 80%.
If I knew this before hitting lvl 70, I would have done it before hitting 70.
