The only things that disqualify you from obtaining the Heritage Armor are:
- Using a Character Boost
- Performing a Race Change
- Granting levels from Recruit A Friend

Earn level 50 on a newly created Highmountain tauren character.

If you level a [race=28] (Allied Race) from 20 to 110 without any kind of levelboost (heirlooms are allowed: Blue Twitter), you will gain Heritage of Highmountain and the cosmetic set below, exclusive transmoggable to [race=28]:

[race=30] (Alliance): Heritage of the Lightforged, Lightforged Draenei-Set: Male - Female
[race=29] (Alliance): Heritage of the Void, Void Elf-Set: Male - Female
[race=27] (Horde): Heritage of the Nightborne, Nightborne-Set: Male - Female
[race=28] (Horde): Heritage of Highmountain, Highmountain-Set: Male - Female
You would get it for the 2nd toon you leveled normal.
