This is outdated. It is 3/5 and 6/10 It probably is 15/25, 24/40, 9/15http://us.battle.net/wow/en/blog/2534919 according to these patchnotes, what you are saying that it probably is, is not correct.
According to Wowwiki, this is considered to be the easiest of the Cataclysm Heroic dungeons. So it is recommended for starting into heroic mode for this expansion.
