A tauren character can currently get 15 points past those values, not sure if it has changed in the past or will change for Warlords, and I believe there are various items that give +5 or +10 to your skill for purposes of picking herbs. If you level-lock at an expansion's level cap, you'll be able to cap herbalism at the next expansion's skill cap. For example, a non-tauren capped at 70 could hit 450.
