It is worth knowing that you do not have to complete the race to get this achievement. You just have to fly under the finish line with your 10 stacks even if you have missed some checkpoints. I discovered this by accident when I got lost!

This achievement is done during the daily The Sky Race (which is not always up, have patience) along with How To Strain Your Dragon. It is possible to abandon the daily quest and pick it up again to try them both again.
To get stacks of Fleet Winds, just fly through a smoke circle during the cloud serpent race. The maximum stack is 10 and it will refresh the duration if you fly through a ring after 10.
About the daily, you need to be revered with [faction=1271] to be able to take The Sky Race (when it's available), and that faction requires level 90.
