Amber is the Color of My Energy

After spending about 2 hours going through the quests and finding the areas described in the quests and then finding out they aren't phased in because I'm not on the quest, the moral of the story is to just follow the quests in the zone and you will find them. You will get Dread Haste Makes Dread Waste before you find all 10 Paragons.

The questline is gated by reputation. After handing in Once in a Hundred Lifetimes I wasn't able to find Skeer Bloodseeker till honored.
After waking Skeer no more quests became available.

The zone quests start at the Serpents Spine (the big wall). About 3 quests into the zone you are introduced to the Klaxxi and find your first Paragon.

Kil'ruk the Wind-Reaver - First paragon found at Terrace of Gurthan. Preserved in Amber
Malik the Unscathed - Follow Klaxxi questline.
Korven the Prime - Follow the questline - found in a cave near the Lake of Stars. [quest=31174]
Kaz'tik the Manipulator - Follow the questline - The Briny Muck. By the Sea, Nevermore

Around this time the questline spits in 2 different directions. One is north to Sunset Brewgardens and other is South to Soggy's Gamble, both result in finding a Paragon.

Iyyokuk the Lucid - Follow the Sunset Brewgarden fork of the questline. Amber Hibernal (west side of heart of fear)
Ka'roz the Locust - Follow the Soggy's Gamble fork of the questline. Found after completing all quests in Soggy's Gamble.
Rik'kal the Dissector - Southern Island (Zan'Vess) - The Amber Quarry. Complete the quest he offers. The Zan'thik Dig The Dissector Wakens
Hisek the Swarmkeeper - Found - Dropping Our Signal - Duskroot Fen - Just south of Kypari'ik (which is south of Klaxxi'Vess on the Map). Requires revered reputation.
Skeer The Bloodseeker - Found - Skeer the Bloodseeker - There is an underwater cave directly south of the cave on the map beside "Heart of Fear". Requires honored reputation.
Xaril the Poisoned Mind - Beneath the Heart of Fear - Beneath the Heart of Fear Requires revered reputation.

Two of the Paragons (Xaril and Hisek) cannot be freed via the normal Klaxxi questline. Right after you hit Revered, 2 new quests will be available in Klaxxi'vess that allow you to free the remaining Paragons and unlock their story.

Update 5.1:

• Completing the basic storyline under the effect of [item=92522] grants you enough reputation to reach revered even with non-human races.

Update 5.2:

• You can get even more reputation now by sending [item=94226] from your other toons as well as queuing up for a daily random dungeon and have set its Bonus Reputation to Klaxxi.
