You need at least rank 2 of the Abominable Stitching to craft the Anima-Bound Wraps, there is a progress bar for how many more he needs to complete the summoning that is under Visectus himself which also appears to be zone-wide so anyone can contribute to the progress but you need to give him 100 wraps personally to complete the achievement.
As a side note, Visectus despawned as soon as he was summoned for some reason so there may be a hidden cd on escorting him to Blackhound Outpost, not too sure as to why.

To add to this comment - to unlock the anima-bound wraps -recipe- you need at least an Anima Conductor Rank 1. Just did this today and it finally showed up on my stitching table (patch 9.2.5).
I can confirm that in addition to having Abomination Factory at Tier 2, you also need to have the Anima Conductor at Tier 1 for the crafting option to show up. I was wondering why I couldn't see it, then after I unlocked the Anima Conductor, there it was.
