Did multiple runs of The Sinkhole and Tak-Rethan Abyss with the Mastercraft Kalu'ak Fishing Pole equipped, but the achievement didn't pop.
On my last run the achievement suddenly popped and I think it was because of the bubbles. In all my runs before I still used them for the speed buff, so I tried avoiding them completely and strangely it worked. (the delve was The Sinkhole with Raen's Gambit scenario without deaths)I can't say for sure that this was the reason, but it may be worth a try.
I was able to get it done with the Shimmerscale Diving Helmet <3
Edit: I should probably add that I'm a solo holy priest so I needed more than one helmet since I run delves slower than others. The helmet only lasts 15 minutes <3
