Can confirm that you can solo kill each of the drakes individually, kill the boss and get the achievement.
On the 15th of February, nine guildmates and I got together to do raiding weekly quest for OS. We couldn't figure out why it was taking so long to kill mobs and the three drakes even though our dps was well over 5k each. When we finally downed Sarth, we got this achievement....our raid leader had forgotten to take us out of 25 player mode. We all had a good laugh.
