As for now (8.1) this achivment seems to be bugged (at least if you have "Island Plunderer" War Effort research active) and doesn't count your progress - I have right now 118 Dubloons looted, and my progress is stuck on 25/100 since late December 2018 (this was when I recived achivment for 10 Dubloons looted).

For this achievement you have to loot dubloons on islands (you may find it on the ground).
