Just to add some information to this achievement, these missions on your Naval map are ones with the chest, also needed to upgrade your Shipyard to level 3 through the quest Naval Domination by doing 25 Naval Treasure Missions.
Currently i only ever have 2 treasure missions up at a time so may take some time depending on how many others get them.

Once I added a Battleship or two the Naval Treasure Missions started popping up quite a but more often.
