You get this quest after you reach EXALTED reputation with Ember Court.

Hello Guys,

I'm aware that many of us thinks there is a bug in Staff : Bastion Ambassador. So i contacted support, and a very nice GM actually investigated for us. And you need to be exalted for that .

After investigating the issue, it turns out you need to be exalted with the Ember Court to unlock the Staff: Bastion Ambassador. There is no bug and its working as intended. I checked other reports (including those on our forums) and all individuals experiencing the same issue are still Revered.

If you reach exalted and are still unable to progress then that would definitely be a bug. /quote]
