The quest chain to get there is fully populated on wowhead, except for one step. Before the [item=36746] drops, you will have to finish Rifle the Bodies (Horde) or Rifle the Bodies (Ally) which should be initially available unless you've already completed it, after that, you just have to follow the quest chain to the end.
You can shift-click on achievement and when you take quest under name of Achievement will show timer. So I can tell timer starts after you take the quest.
