Return to Lordaeron (Hidden Character Achievement)

Just completed the Return to Lordaeron (Hidden Character Achievement). I asked who is [npc=184112]? Why is she being invited to a meeting to determine who will rule Lordaeron? Why don't the others trust her? Is she Alliance or Horde? And why is Lilian Vos saying, Let's give her a chance to be part of a new governing council? Calia admits to being Arthas' sister; she repudiates him. She says she has no ambition, doesn't want the throne, only wants to help the survivors, is a team player.

Do I know you? Should I know you?

• If I played a priest in Legion, I know you as [champion=856], a discipline priest follower.

• If I’d read the World of Warcraft book, "Before the Storm" by Christie Golden I’d know a lot about your convoluted backstory. But I didn’t.

• In Battle before Azeroth, I joined (or spied on) a meeting or two in Stormsong Valley between [npc=184112], [npc=141497], and [npc=146808]. I wouldn’t have recognized you. You came back large – the size of major characters. You have a new, unique model with an elongated face that somewhat resembles Arthas' face. You don’t look too healthy with that pallid face and odd, unflattering robes. Great smokey voice, though.

• We saw [npc=184112] briefly again in Shadowlands when she witnessed the reunion between [npc=173388] and [npc=173384]. (entropicdragon reports her words.)

Now at the end of Shadowlands, [npc=184112] has a role in the Return to Lordaeron storyline. Her voice sounds different, colorless (another voice actor)? You defend her as she collects a sample of Lordaeron plague and accompany her to Maldraxxus. You listen as she makes her case to join the new Desolate Council.

In old comments, people wondered if [npc=184112] would have a major role -- would she replace Sylvanas? Arthas?
