I am not sure what is going on with this for me, I assume some kind of phasing issue, because I watched a video to see exactly where it is and it isn't there. As I was flying towards it I saw it for a second, but then it vanished and had not seen it again. Just a heads up... if you can't find it, that is probably why. I will just finish the campaign quests in the area and try again.
The symbol became available only after completing Root Dash Delivery. In earlier stages of the story, it would disappear before my eyes whenever I tried to fly to it.
