I don't think that's how they'll ever make healer participation better. To begin with they have to make healer more enjoyable to play, with less micro cc, stop the damage spikes that does 75% of the hp bar in 1 sec in rated content, things like that.

And fix their MMR for healers, so that healers evolve in a parallel progression system where it is much easier to increase rank. And increase the rewards further (points and expensive items to sell in the AH for gold)
