Please read over the Island Expeditions: Guide to Advanced AI Teams for more information about the Champions. This is where I verified the grouping of the Horde Champions.

These Horde Champions are found on Island Expeditions, appearing in groups of 3 randomly as you arrive at an island. After a short about of time, their team captain will speak to the island with a threat so you'll know which team you're up against and you can decide if you want to hunt them down or not.

These are the champions (NPC) who come out from the other Faction ship against you, they spawn randomly in Normal, Heroic, or Mythic, so just keep farming Heroic as I did and you will get them all.
