so complete the main story campaign has it currently is to get to tier 4 and be lvl 80 while having beat tier 3?
It is possible to complete the main story quest and be below 80 if you ignore side quests and gathering. Note that getting this achievement on one character unlocks "Something on the Horizon" quest for subsequent alts once they reach level 80, if they have not completed the main story either. That quest will jump them ahead to Jaina and Thrall returning if they have not yet reached it.
