If you're on a lvl 80 alt and can't see Alleria near the Weaver, you need to either finish the level-up campaign or go to Brann Bronzebeard in Dornogal and skip it. You'll then receive the quest "The Fleet Arrives."

If you do not wish to do the level up campaign again on an alt, go see Brann at the Delver's HQ in Dornogal and request the skip option.
