Credit for each achievement is awarded upon killing the last boss in a Delve. You can play through the delve as one spec and swap to another before the last fight for achievement progress. I just did Excavation Site 9 as WW monk, swapped to Brew for the last fight and got credit on the Tank achievement.

Complete every delve in Khaz Algar on Tier 8 or higher with lives remaining as a Damage Dealer, Healer, and Tank.

Completed this today and, can confirm, there is no hidden Algari Delver III as of 11.1.0 / last week of Season 1. Not sure why, though, since there is a III of the role equivalents.
Weird how there is no Algari Delver III with all three roles doing all delves at Tier 11.
