Apparently you can contribute to this achievement if you have capped crafts before you hit honoured reputation. Once you hit honoured, the partial achievement should count.

Alchemy Alchemy Alchemy... Wowhead should really fix this achievement x)
It appears to also not take into account racials; our guild enchanter has raised her enchanting to 525, but as a blood elf, her max is 535. Her reputation is honored, but her enchanting is not counted in our guild progress tab.
I wonder if anybody else is experiencing similar issues. If this is the case, the achievement text is misleading.
