This guys spell cast absolutely chunks, like 50% max health at 280 ilvl. However, he doesn't leash and reset like a normal mob. If you stand outside of his range you can free cast on him and he'll remain in combat and only cast his AoE cone, which won't reach you.

It does but it's hard to see/get. Try to kill something away from the ground where the boss is standing so you can loot it easier.
