If you skipped BFA content (my mage played Legion content and was boosted to 60 using the free boost with Dragonflight purchase), you will find the portal room empty and the entire town without NPCs. You have to go to Orgrimmar and do the BFA intro quests (it takes about 5 minutes if you skip the scenario). After that the NPCs will show up and you can learn the portal.
The map above shows him patting around Tal'aman. I was running around looking for him. He's not there! He's in the great seal, in the room with the four portals. Not sure why the map shows him elsewhere.
