Chronalis

I suspect that Chronalis is a forgotten relic of the early alpha.

Back when WoD was in alpha, instead of Khadgar's Tower this entire region was "The Chronal Spire" - a place related to the Bronze Dragonflight and the originally planned entrance to Draenor. That was all scrapped early in development, but I think they just forgot to remove Chronalis and that weird orb, which would explain why they randomly spawn in the sky - Blizzard removed the terrain they were originally standing on (the spire).

There's also a few other forlorn references to Chronalis and other Bronze and Infinite dragons, such as the spell [spell=150213], and the [npc=72629] who was hanging around the Caverns of Time early in the alpha and beta.

I think the original plan was that the Bronze and Infinite dragons were going to play a significant role in this expansion, but it all got cut.

He's located 3/4s of the way up of the mountain behind Khadgar's tower, on the northeast side. Looks like Blizz just placed it there ...like a place holder.

His exact location is 17.6, 86,4 if you're in [zone=7025]; Tanaan Coast (the only way to get him to spawn) but this spot also shares the location with Talador; Mount Volwrath and is 87.2, 38.3.

To get him to spawn, you basically have to be on the side of Mount Volwrath that faces Archmage Khadgar's Tower and get it so that your location changes from Talador to [zone=7025]. He'll drop from the sky like a rock.

However, if you move back to Talador while up there, he despawns immediately. I will admit...I had far too much fun making him drop and disappear.
