The game data tunes Commander Texlaz for level 45, Legion content.
The map marks it with vignette 2,272, which the client hides once hidden tracking quest 48816 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(48816)) prints true when that quest is flagged for your character.
