This NPC is on the bottom floor of the Cathedral of Eternal Night. Currently can't find a way to get down to him.
If you see this dwarf at the bottom floor of the Cathedral of Eternal Night, don't try and jump to him, he's luring you to your death! You will face an instant death, midair. From what I am seeing at that bottom floor - it kind of looks like the area where the 1st Tomb of Sargeras Raid boss is - Goroth.
