I was searching for Elendri Goldenbrow as well, with a fresh boosted 110 character, just looking for the transmog appearance of the scribe's quill. It turns out that she only appears after you've completed the Nespirah chapter (chapter 6/10) in Vash'ir. Which means that you have to do all the chapters before as well.
Good luck to all transmog-collectors!
Found her at Legion's Rest
