TheWoWDBYou can see this NPC flying in the sky near Merithra when you're in the area of the Renown level 19 Valdrakken Accord quest "We'll Cross that Bridge".
Flight is possible in this area so you can fly right up to it to observe its model, but it's right on the edge of the quest area and you may phase if you're trying to catch a glimpse (if that happens, you can just head back in to re-enter the quest phase).
