TheWoWDBIt may well be a reference to Star Control, but he's here in game as an homage to the Orc Shaman Urquan, who played in Europe for many years (most recently on the Draenor realm) before passing away. Rest in peace, Peter, your complaints about the lack of elemental gear will be missed.

His name is a reference to the Ur-Quan race from the Star Control franchise. The Ur-Quan Kzer-Za and Ur-Quan Kohr-Ah factions are the primary bad guys in Star Control II.
Fairly certain his voice is supposed to be based on Sean Connery....
